The target average strength (f’ck) can be calculated using the following formula: 

f’ck= fck + 1.65s  

Where, 

f’ck =  average target compressive strength at 28 days, 

fck = characteristic compressive strength at 28 days, 

s = Standard deviation, which is given in the IS Code 456:2000

1.65 = The statistical value varies according to the acceptable fraction of poor outcomes and the number of tests.  

Step 2: Choose the Water-Cement Ratio

Table 5 of IS 456:2000 specifies the appropriate water-cement ratio for M25-grade concrete.

Step 3:  Determine Cement Content

Cement content is determined using the water amount per unit volume of concrete and the water-cement ratio. The maximum cement suggestion is specified in IS 456:2000.
